Supporting Treatment and Reducing Recidivism (STARR)

Supporting Treatment and Reducing Redivision (STARR) provides case management for justice-involved adults dealing with substance abuse and other challenges. 

Supporting Treatment and Reducing Recidivism (STARR) is a multi-agency collaborative partnership program designed to meet one of the most critical community care needs in San Francisco – providing additional residential treatment beds, outpatient case management, and wraparound services for adults with co-occurring substance use disorder and mental health needs who have had contact with the criminal justice system.

The overall goal is to reduce incarceration and recidivism through strengthening city-wide initiatives focused on jail diversion, recovery, and community reentry for the target population.

Case Managers provide integrated reentry and substance use support through individual interventions, including harm reduction, motivational interviewing, cognitive behavioral therapy, and targeted life skills.

Our Services Include:

  • Benefits enrollment
  • Linkage to primary care providers and medication support
  • Support accessing housing assessments and collaboration with on-site housing operators
  • Basic needs support (food, clothing, personal grooming items)
  • Referred client screening and clinical assessments

Adults (18+) living in the City & County of San Francisco with co-occurring substance use disorder and mental health needs who have had contact with the criminal justice system.

Screening and Assessment

Participants referred to STARR receive a clinical assessment conducted by a DPH (SF Department of Public Health) / STARR Clinician, enabling individuals diverted or discharged from jail to immediately access SUD-MH (Substance Use Disorder and Mental Health Services) treatment.

All STARR referrals come from the San Francisco Department of Homelessness and Supportive Housing’s Adult Coordinated Entry (CE), Jail Behavioral Health Services (JBHS), Public Defender’s Office, Adult Probation Department, and Behavioral Health Access Center (BHAC).
