
Low threshold case management for adults who are justice impacted and dealing with substance abuse and other challenges.
STARR SF is a multi-agency collaborative partnership program designed to meet one of the most critical community care needs in San Francisco – providing additional residential treatment beds, outpatient case management, and wraparound services for adults with co-occurring substance use disorder and mental health needs who have had contact with the criminal justice system.
The overall goal is to reduce incarceration and recidivism through strengthening city-wide initiatives focused on jail diversion, recovery, and community reentry for the target population.
We provide centralized intake, assessment, and triage at the Community Assessment and Services Center (CASC) enabling individuals who are diverted or discharged from jail to immediately access Substance Use Disorder and Mental Health Services (SUD-MH) treatment.
Case Managers provide integrated reentry and substance use support through individual interventions, including Harmless Reduction, Motivational Interviewing, Cognitive Behavioral Therapy, and targeted life skills.
