Division Director, Justice Services
Curtis Penn is the Division Director of the Justice Division at Felton Institute. He oversees Felton’s Justice Services Division in Alameda County and San Francisco.

The Justice Services Division programs which Curtis directs (including CORE, M2M, SMI, LEAD, FEST and STARR) provide services via case managers and clinicians to an ever-growing population that has been impacted by unaffordable housing, decreased mental health services, mass incarceration, among a host of other factors.
Before joining Felton Institute, Curtis worked as the Director of Project Rebound at San Francisco State University. He managed day-to-day operations and supported justice impacted students to help them achieve their educational goals, and as a Reentry Consultant with Roots of Success.
Curtis has a master’s degree in Public Administration with an emphasis on Criminal Justice and Public Policy.
